Rumsfeld Matrix — Planning Worksheet

A planning worksheet for reviewing known and unknown risks. Do not enter identifying or sensitive client information in this build preview.

How to use the planning worksheet

What does Rumsfeld mean here?

The name refers to a way of discussing uncertainty popularized in a 2002 briefing by Donald Rumsfeld. This Oasis worksheet adapts that language into four planning boxes. It is an educational aid, not a diagnosis, risk score, or clinical assessment.

Known knowns: facts you can check now. Include resources, not only problems. Known unknowns: questions you recognize but cannot yet answer. Unknown knowns: information or strengths you may have overlooked; explore them gently rather than assuming a hidden motive. Unknown unknowns: surprises you cannot identify in advance. Plan flexible support rather than trying to predict every event.

A complete fictional example

A learner wants to attend a Friday class. Confirmed: the class starts at 10 and a bus stop is nearby. Question to verify: does the route arrive in time? Overlooked resource: the learner remembers the library offers computer access. Unforeseen change: a disruption may occur that no one predicted. The flexible plan is to check current travel information, ask about another attendance option, and review the plan Thursday.

How to work through the boxes

  1. Choose a fictional situation and write confirmed facts first.
  2. Turn each recognized uncertainty into a question with an information source.
  3. Ask what strength or information may be overlooked, without diagnosing or mind-reading.
  4. Choose a backup and a review time for surprises. You cannot list all unknown unknowns in advance.
  5. Review the plan when new information arrives. Use Print or Save PDF for a local copy; entries are lost on refresh.

Check your work: Could someone tell which statement is verified, which is a question, and who owns the next action? If not, revise one box before moving on.

Historical source: February 12, 2002 briefing. The four-box exercise and examples are Oasis adaptations.

1. Known Knowns (Confirmed facts and supports)

Facts and resources you can currently verify, including strengths, supports, and barriers.

2. Known Unknowns (Anticipated Risks)

Future changes whose effects are uncertain, such as a shift in routine or work.

3. Unknown Knowns (Overlooked Patterns)

Patterns that may be overlooked or difficult to discuss. Use neutral, non-diagnostic language.

4. Unknown Unknowns (Prepare for surprises)

Unexpected barriers and support needs.

TAC Matrix: patterns and constructive responses

Explore discussion examples and constructive responses. These labels are not diagnoses or assessments of a person.

How to use the practice scenarios

What is the TAC tool?

TAC is the project label for this set of eight discussion examples. This preview does not establish a validated clinical model or an official expansion of that acronym. Use it to notice an action, consider more than one explanation, ask a curious question, and choose a respectful next step.

How to use the TAC examples

Select an example, read a possible explanation and constructive response, then practice a curious question: “What else might be going on?” The examples describe actions, not identities or diagnoses. Avoid using them to judge a person. In a facilitated setting, invite the participant to choose a response that fits their goals.

Practice with this fictional example

Work one question at a time. These optional fields stay in this browser tab only; do not enter names, health details, or case notes.

Describe the action without assigning a motive or diagnosis.

Make room for barriers, preferences, and another explanation.

Choose a respectful next step and a way to revisit it.

Daily learning

Choose a pathway and a day. Each lesson opens in small sections so you can focus on one step at a time.

How this preview works

Complete the four free sample lessons in order or revisit a sample day. Read the explanation, try the fictional exercise, and use the reflection to prepare your next step. Days 5–30 are held outside the public sample pending review. Nothing you type is submitted or saved after refresh; do not enter personal health information.

Digital products and licensing

Community-access prices updated October 27, 2026. Please read the current prices below; this section has no narration while the new pricing recording is prepared.

Launch prices are configured in Shopify in US dollars. These products remain drafts and are not available to purchase until the buyer files, license terms and delivery checks are complete. This public site is an educational review preview.

Only resources explicitly marked free are free. Purchases and donations are separate. English and Spanish editions will use the same price when each edition is ready; Spanish narration does not by itself create a fully translated workbook.

PARTNER & DATA GOVERNANCE

Business Associate Agreement readiness

For organizations evaluating future clinical or facility use of Timeless Oasis. This page explains the review path and the information needed to draft an agreement. It is not a contract, signature page, or representation that Oasis is HIPAA compliant.

Current boundary: The public learning preview does not provide a patient account, clinical record, standardized assessment workflow, or approved PHI intake. Please do not enter patient or other identifying health information here.

AGREEMENT DEVELOPMENT

What a partner review must establish

01 · Parties & scope

Identify the legal relationship

Confirm the covered entity or business associate, Oasis contracting entity, actual services, permitted uses and disclosures, and which organization controls the data.

02 · Data & vendors

Map every information flow

Specify data types, browser, hosting, identity, Apps Script or other services, logs, email, backups, retention, deletion, and every vendor or subcontractor that may handle PHI.

03 · Safeguards & response

Verify operations

Document risk analysis, access controls, audit review, incident and breach procedures, recovery, workforce training, and tested tenant separation for the exact deployed environment.

04 · Agreement & approval

Have counsel finalize terms

Address reporting, individual access and amendments, subcontractors, termination, return or destruction of PHI, signatures, and the specific service and vendor agreements before any PHI use.

RELEASE CHECKPOINTS

What remains open

  • Determine whether each proposed Oasis service and organization is subject to HIPAA.
  • Inventory and verify all proposed PHI flows and executed vendor or subcontractor BAAs.
  • Complete and document a security risk analysis, safeguards, testing, and remediation.
  • Approve the clinical workflow, privacy notices, retention, access, incident response, and staff responsibilities.
  • Have qualified counsel approve and authorized parties execute the service-specific BAA before PHI processing.

A signed BAA alone does not establish that a product or deployment complies with HIPAA. A public learning site can remain educational while a separate, reviewed clinical environment is designed.

Reference framework

Review the HHS sample BAA provisions, HHS Security Rule summary, and HHS cloud guidance with counsel and the operational owners. This page does not accept or execute agreements.
